HB 180a BROADBAND INFRASTRUCTURE BILL
Lastly, our 2025 Legislation Session passed bill HB 180a Broadband Infrastructure to make it easier to deploy cell towers. If city and county employees fail to approve applications in a reasonable amount of time the application will automatically be approved by default. “Connectivity is essential to public safety and a modern economy.” There is that safety issue again! “This legislation is intended to reduce delays and increase deployment.”This bill will shorten the application deadlines, putting undue pressure on city and county employees/departments that are already short staffed. A Kootenai local elected official stated, “This bill goes much too far. The federal government rules are already skewed in favor of the telecommunication companies. Expanding their power is unconscionable.” This bill will go into effect on July 1, 2025. Anticipate more cell towers in our communities unless our local elected mayors, city council members and county commissioners adopt an ordinance like the Dalton Gardens Telecommunications Ordinance to protect their constituents.

REAL ID
The REAL ID program had 110 million Americans opting out of this national ID. If you still have a REAL ID, a gold star in the upper right corner for Idahoans, go back to the DMV and ask for a standard license, without a star. If your license is not due for renewal the DMV allows you to renew your license 24 months prior to expiration. Currently you can still opt out but not sure how long this will last. There are already 5 states, FL and WY are two, that require their residents to get a REAL ID with no opt out, so don’t wait. Why bother? The REAL ID is a national ID that will consolidate all your personal information such as your medical, financial, criminal etc., and this information will eventually roll onto your phone (Hawaii already offers this option) and incrementally we will all be rolled into a social credit score like China. If you have been a “bad” citizen, you may be denied access to your bank account or be denied a medical procedure. This digital ID will lock us into an invisible prison where our every move will be tracked and traced. This is NOT for our safety or to catch illegals or even to curb voter fraud per the mainstream media’s misinformation campaign. Contrary to what you may have heard, you CAN travel with a passport, military ID and about ten more options listed on the TSA website. Please share this information with friends and family because if we do not push back on these programs that will take away our freedom we will lose everything. Ask questions and do not blindly follow without understanding what you are consenting to. Remember the Patriot Act and the REAL ID bills were passed by Congress in 2005 and go hand in hand.

AUTIOMATED LICENSE PLATE READERS (ALPR)
The ALPR program was approved on March 11, 2025, with the required amendments to the Motorola contract per the December 23, 2024, Board of County Commissioners’ (BOCC) meeting. Commissioner Eberlein voted first, voting NO, stating that he was against the ALPR. Commissioner Duncan, who had expressed concerns about the ALPR during this several month-long process, had an opportunity to defeat this warrantless surveillance but instead she voted YES.  Commissioner Mattare voted YES for a 2 to 1 vote by our elected officials to roll in more surveillance under the guise of this being for our safety. During this process of BOCC meetings and town halls by Commissioner Duncan and Sheriff Norris, mainly held over the holiday season, residents still came out filling these venues with an overwhelming percentage of residents in opposition to this purposed warrantless surveillance. Yet two of our commissioners completely disregarded the residents’ concerns and objections. There was a total of 79 emails received by BOCC in opposition to the ALPR surveillance program and eight emails in support of the ALPR. The Motorola contract is for one year with a reevaluation clause to decline renewal if a case fails to be made to justify the ALPR success. Will our commissioners once again fail the residents of Kootenai County or will Commissioners Duncan and Mattare do the right thing during the renewal process? Stay tuned.
